Keep in mind that they seriously upgraded their lineup the year they dealt Tebow away, and could have upgraded it even more if they hadn't paid for Peyton.

His first two years are fully guaranteed. He's making $12 million this year and $19 million next season. He'd have a dead cap of $25 million if they were to cut/bench him after this season.

The problem with them going after Stafford is they just gave Osweiler $72 million for doing nothing how much would they have to offer Stafford? Stafford isn't a free agent until the end of next season though.
