In the early 90's, 2 Live Crew had a whole fed case in their favor acknowledging that though the music is obscene it is art. This was due to 2 Live Crew albums being banned in certain record stores in the US. Dee 1 wanting the white man to step in and regulate Black art is going backwards when the white man already said we good in the early 90's.
Mind you, he is referring to Hip Hop radio, which for the most part is already regulated. The kids are listening to Spotify, streaming sites and watching Youtube (And Youtube is visual). That's why when an artist charts the focus is Apple, Itunes, Spotify and Youtube. That's where all the explicit stuff is not radio.
