I think it's like steak tartar.
They basically boil the meat a little bit under very low heat. And then eat it.
It's not actually raw. I think the only way you could eat raw meat without dying is if you got it directly from the cow and you saw the cow dying in front of you. Otherwise you just die.
Eskimos used to survive like this eating raw meat off of animals immediately after killing them or doing light boiling. In the Eskimo scenario they wouldn't be able to get the vitamin c (no fruits grow in the Arctic) if they cooked it.
