Thought this was common knowledge, but 8 mile is the north border between Detroit and the suburbs. If you go north from 8 mile you go further into the suburbs and eventually you'll hit 9 mile, 10 mile, 11 mile, etc.
So 6 mile, 7 mile, etc. are in Detroit but anything higher than 8 mile (ie. north of it) is the suburbs. So he's just talking about people who claim to be from Detroit but have never been south of 10 mile.
Of course, the song was made before a bunch of white people started moving downtown and black people started going to the suburbs.
