Bad move on his part as that's going to give her replacement a leg up in the upcoming election and creating an arguable unfair advantage to whoever gets it. You can't nor shouldn't tip the balance of power like that.
This move isn't surprising in the slightest though as it is more than likely going to be Barbara Lee due to his promise and how close she is to his circle.
