It's more complicated than this. Distribution is more concentrated for non-white people. White people are more or less evenely distributed, meaning that a white man can easily be found in the middle of nowhere Vermont or densley populated north Atlanta . Hence they can get more of these distributed political seats . Compare that to black people who are non-existent in rural America and scantly populated in middle and mountain America. Or Asians who are non-existent outside of west coast and NYC, or natives who live in the southwest or rural Alaska .

By it's very nature, the united states house of representatives and even state houses will never have an even distribution of non-white people relative to their overall population percentages.
