Can someone explain what he meant by making them pay insurance for the gun? I didn't fully understand what he meant

My 2 sense.

Personal insurance required to carry a firearm. If you're found civilly liable for a bad shooting, you lose your insurance and can't earn a living as a cop anymore. He also said give cops free private school for their kids & other perks, where they wouldn't risk losing their jobs over some dumb shyt.
