Not sure about "most." I'd be surprised if they did base it on the fathers background, considering just about anything related to any child is based primarly on the mother.
And in this day and age, antiquated definitions of "race" aren't what they use to be, nor are they politically correct. It's hard to believe that a hospital would attempt to force someone to be one as opposed to both and/or more than one without a MAJOR outcry or lawsuit.
Either way, both my parents are fully black through and through, and I don't recall my race or their race being on the BC.
