Do the Browns suck at picking QBs, or do they suck at coaching and development?

Both. Theyve made some awful choices but they haven't put their QBs in a position to succeed either. Tim couch was actually a good QB that the browns flat out ruined by throwing him to the wolves and expecting him to light a fire for the rest of the offense

This. They have failed for 20 years in a row. That can only be done by poor drafting AND poor development.
