Do you think honoring the heroes in mass shootings will be effective???

Imagine the president giving a medal of honor to the heroes in mass shootings who saved lives. This would place less attention on the shooters ,who are often motivated by the notoriety gained afterwards. What do you guys think?

If you mean will honoring the people who save lives during mass shootings will result in less mass shootings the answer is no.
