Yes, he is wrestling again. The reason being in this match type he is most likely going to take a bump. He had to be cleared to get in the ring in the first place. All refs are subject to the same rules as the wrestlers. A ref takes a bad bump or violated the wellness policy can be suspended. Best believe he been cleared.

I do think this eventually leads to a WWE return. There is a lot of money out there for them all to get...or a lot of money for DB to get and WWE to not have a part in, if they let his contract expire without him wrestling again knowing damn well he wants to.
