Well, ricing out mini-vans isn't part of the import sport compact car scene, but it's nothing novel. They took it from Japan. They were the ones who started modifying domestic mini-vans.
Some people rice out mini-vans in the US, but its hasn't caught on big time. It's hard to find body kits and lowering springs unless you have connections to find a part to import it.
Where I am, a Domincan-owned car is pretty-much a 90's Toyota Corolla with a huge double-wing spoiler, chrome plastic hub caps on 14" steel rims, and a Dominican Rep. flag banner hanging from the rear-view mirror.

Turns out it was off duty NYPD too..
I used to live in Poughkeepsie and would go down to Manhattan regularly. Once, I spaced out listening to my music and driving, and I took the Sprain Brook Parkway. Once I passed the point of no return I got off the road and looked at a map. 
I reconnected back to Saw Mill River Parkway (Route 9A) by taking the Cross County Parkway.

Dominican car culture? those are basically Rican stereotypical cars just throw in a few late 80's Corollas and RX7's to complete it
Dominicans like to show off so they usually drive luxury cars, even if they're 20 years old they can still brag about driving a Benz
