Trump can easily change his mind again by time they figure out the replacement...we have the 51 votes necessary to repeal completely and replace, politically it won't be easy to take away the guarantee of coverage if people already had it and the kids still on their parents insurance ...will probably be combined with ability of carriers to compete among state lines but one of the main contributors of high cost is that guarantee of coverage so there will be lots of debate before anything is passed
