Rick Rude isn't in the HOF because Vince is still probably mad he went to WCW even though he had that "handshake deal" with the WWF. I'll never forget when he was on RAW and Nitro on the same night. He was rocking the beard on RAW and the OG Rick Rude mustache on Nitro 
Then he did the shoot promo burying Hickenbottom & praising HitGOAT.
I remember JR talking about it awhile back and he still sounded salty, so no doubt that Vince is still mad over that too.

I cannot remember if anyone has been screwed over after a handshake agreement with Vince, but he is known to keep to his word (unless people have examples of Vince breaking them). So if Rude broke the handshake with Vince, then knowing Vince, he probably is still pissed about it and isn't putting him in anytime soon.
Trump is in because he sponsored earlier WM's 4&5 iirc.
