Hype(Williams) explains the shortcomings as far as why the story progressed at the rate it did.
He stated that New Line Cinema was being funny wit the money and wouldn't let him get the cash he needed because the company didn't think the movie would do well...

EDIT: I had to make sure I was right about it being trash, so I bought it on Youtube and watched it again after 20 years and it was way better than I thought it was, I now have to disagree with Korey on that it portrayed black men in a bad light, but to me it came across more as a cautionary tale which is relevant still till this day.

I agree with him in that the scene transitions felt too disjointed and not providing enough clarity on things like location where the scenes are taking place. For example, when Buns goes to visit Ox for the first time, I thought he was in Jamaica until the dialogue let me know they still were in New York or Omaha looking way too much like New York City.
