Why didn't he apply for a permit 6 months ago? A year ago after the last event wrapped up. Most people who run annual events apply for permits several months in advance, if not right after the conclusion of the last. Dude probably wanted this black woman to waive the filing fee, and tap dance around for him. Dude does everything ass backwards and then wants sympathy.
