Finally after decades of broken promises and zero progress his chickens are coming home to roost. He spent all of the donation money. Even if he somehow did not know about this outstanding bill he should have the money to easily take care of it

Why didn’t he pay the fees and utilities? He said he knew about them since April.
Why wait until your accounts are frozen (likely a receivership or child support garnishment) to try and pay these things?
Why wouldn’t you know what is going on with your school? Especially unpaid bills.
City offices are open year round. You don’t say someone “ignores” you when it is your responsibility to protect your business.

First Black people were lazy, then they gave him over 1 million dollars. Nothing happened for years except traveling and tricking.
