Is this the first game where the super shyt ain't dlc?

I kinda want to give that to Fighterz, but most of the Super characters that were in the game outside of the default (Beerus, Hit and Goku Black) were DLC. Looks like this might be the first fighter to have more Super characters in the base game.

Iirc, Super was still airing when FighterZ and Xenoverse 2 were launched.

Besides Kakarot, which straight up said "fukk Super", there haven't been any DB games. It gotta be the first by default.
