Perhaps sense of style was the wrong wording. Looking presentable is more like it and that should be an easy feat imo

I will say you are conservative with the percentage of people who dress like shyt, it's much higher then 10 percent

If that person is a representation of you, are attending a function with you, or has some connection with you, then help them out. If they are not, if you have no connection with them at all, why worry about it?

Really, I just chalk anything like this up to a person's priorities. Some people are not overly worried about how they dress normally, and may only reserve that consideration for actual important events. A few don't really care at all no matter the event, and those are the sort of people you refrain from inviting to your soirée or going to one with you. There is no actual reason to be personally affronted by someone else's manner of dress unless it is inappropriate for the occasion.

I would say its arguably the other way around. Dressing well takes effort you have to follow fashion trends, get fitted for things properly. Find those high end fashions within budget etc.
