Well on the cover it says the story of the album, the album being Drogas
This is perhaps a creative approach to prologue, a collection of thoughts that would later on give birth to Drogas.

This perhaps, as a prologue typically does, is set a pre-defined perception for the reader/listener before the story or album in this case begins.

This is also not far-fetched either. Lupe did do some creative things for Tetsuo n Youth like having the album also be from end to beginning.
Also friends of the people, it was originally in cassette tape like format where it was just one big file rather than individual mp3s, that way like a cassette tape you would be inclined to not skip any songs and listen to it in it's intended chronology inferring that there's a storyline within it.
