They have a 'Downloads' tab within the podcast app. If I play the episodes from that section it's not using data...correct? I don't have wifi at my job and I don't want to use data.

if you download the episode, you don't need to use your data to play it afterwards.

Correct, because you've already downloaded it at some point.

Most podcast apps won't download with data without asking you. So whenever you connect to WiFi it will download the latest shows...... Although every app if different.
