That Ed Kemper dude heavily featured in mindhunter was best friends with people on the police force and they actually thought he was telling a joke when he called to turn himself in after killing his mom and her friend and fleeing to Nevada I think it was.

Read any of John Douglas, Robert Ressler, or any true crime books and this is a common theme.

People think it was a dumb idea but joining the force was his way of leveling up and completing the cypher. Rapists and sex offender can't just turn it on and off joining the force would of given him access to more power and protection.
