I refuse to read the National Review. Bur I will say Obama's win itself, was a milestone for black people. Having a black man in the highest ranking office in politics was huge. His presidency however, has not benefited us so much. I think he knows that and with programs like "My Brother's Keeper" I think he'll make it a bigger issue in his final year.
