public defenders are civil servants, they go through a vetting process and are not beholden to the mayor or anybody else

but if public defenders were random people that got money directly from the mayor, and the money was just a pot of money that the mayor doles out as he likes to public defenders that he likes, then yes the public defender system would be a slush fund for people that broke the law
