Worse. If that building was built in the US, there would be a concrete foundation with rebar, and there would be no way for that building to be picked up and moved.
I'm not a construction expert, far from it
but I have spent a lot of time on construction sites as a laborer. I ain't never seen no mess like what's in the video in the OP. It looks dangerous to me for many reasons. If your building can be moved with robots, then if a tornado or hurricane come through, call @Big Boss cause it's over.
Obviously buildings with good foundations are destroyed in hurricanes and tornadoes. But sometimes folks survive in those. If you in this one, you dead for sure. In my humble opinion, again not a construction expert by any means
