Sounds like eczema. Buy some 100% Raw African Shea Butter and apply it at least twice a day like when you get out the shower or something. It will start clearing up. I started using this when I showed signs of eczema and it cleared it up. I use it in place of lotion.

Schedule an appointment with the dermatologist, and in the meantime, get Shea Moisture African Black Soap Eczema and Psoriasis Therapy, and some Eucerin Repair Lotion. Use both twice a day.
I have the same issue, but I've managed to clear most of it up.
