NSA, CIA, homeland security , tie that into the GPS in the cellphones and turn on that feature, then tie that into the Covid-19 "contact tracing" they dumped on everyone's cellphone using the pandemic as a means for nationwide deployment, tie that into Facebook, IG and Tweeter accounts and Apple cloud accounts etc. If all else fails use the mandates of the Patriot Act and it's resources to find these people.
