Former St. Cloud cop pleads guilty in gun trafficking case​

A St. Cloud Police officer has pled guilty to federal charges of dealing in firearms, without a license, to a Caribbean smuggler.
Michael Adrian Nieto, 31, faces a maximum penalty of five years in federal prison. A sentencing date has not yet been set, the Department of Justice reported Tuesday.

According to court records and the plea agreement, Nieto, a sworn law enforcement officer, repeatedly purchased and resold firearms to individuals such as Ernesto Vazquez, a reported member of a criminal conspiracy that smuggled hundreds of firearms to the Dominican Republic, Puerto Rico, and Haiti. In addition, Nieto used police databases to provide sensitive and confidential information to Vazquez.

Between June 6, 2022, and Sept. 4, 2024, records show Nieto purchased at least 58 firearms. Many of the firearms were identical and were purchased together or close in time to one another. On Oct. 17, 2024, FBI and ATF agents executed a federal search warrant at Nieto’s residence. At the time of the search warrant, 12 firearms were still in his possession. He admitted to repeatedly buying and reselling guns to individuals, including Vazquez, despite knowing that Vazquez was transferring these guns to third parties, in violation of federal law. Nieto also admitted that Vazquez had provided him with illegal items, including a machine gun conversion device. Vazquez previously pleaded guilty to conspiracy to traffic firearms. His sentencing hearing is scheduled for March 25, 2025.

WASHINGTON (DC News Now) — A Florida man pleaded guilty in Washington, D.C., for smuggling guns to Haiti, officials announced Friday.
According to the U.S. Attorney’s Office for the District of Columbia, 57-year-old Jean Wiltene Eugene, of Key West, Fla., pleaded guilty on April 11 after he was involved in a gun smuggling operation that extended to Haiti.
Court documents revealed that in September of 2021, Eugene, a U.S. citizen who was born in Haiti, exported more than two guns out of the country without having the required license from the Bureau of Industry and Security.


Officials said Eugene arranged to ship vehicles to Haiti through a Florida-based export company. He signed the company’s terms and conditions of shipments, which required him to affirm that the vehicles being shipped did not contain any guns or ammunition.
During an interview with authorities, Eugene admitted that in 2020 and 2021, he shipped two vehicles to Haiti with guns hidden inside. He also told investigators that he had placed food and other items around the bins so border authorities would not find the weapons.
In a later interview with federal agents, Eugene confessed that nine guns he bought in Key West were currently at gas stations in Haiti.
According to the attorney’s office, any person who exports a gun without proper authorization may be fined up to $1 million and face up to 20 years in prison

North Florida gun dealer gets prison for trafficking as smugglers move weapons overseas​

While he fights his sentence, a North Florida gun dealer faces almost 12 years in prison for selling more than 100 guns that were apparently among thousands that criminals illegally shipped overseas.

Melrose resident Matthew Easton, 35, pleaded guilty in January to gun trafficking and acknowledged that as a federally licensed dealer he understood a 21-year-old man paying cash for dozens of weapons at a time didn’t really plan to own them himself, as the law required.

Easton’s buyer was a middleman moving firearms to another middleman who, according to a lawyer's court filing, provided guns to an illegal immigrant wanted by Interpol who admitted in court papers to smuggling firearms to the Dominican Republic, Haiti and Puerto Rico in 2023 and 2024.

Florida is a prominent source of guns shipped illegally to both Haiti and the Dominican Republic, according to a draft version of a March 2025 United Nations report on Haiti.

Neither Perez Diaz nor Vazquez are licensed gun dealers, and both were sentenced to 11 years in prison for conspiring to traffic firearms.

Easton, who lives in Alachua County, was sentenced April 17 to 140 months ― 11 years and eight months ― behind bars for firearms trafficking.

EU signs Euro 9 million agreement with Haiti​

Haiti - Europe : 9 million Euros to improve customs performance

On Tuesday, May 20, 2025, Alfred Fils Metellus, Minister of Economy and Finance, and Stefano Gatto, European Union Ambassador to Haiti, signed a €9 million financing agreement aimed at improving the performance of the General Customs Administration (AGD).

(One Euro=US$1.12 cents)

This funding supports the implementation of the "Customs Revenue Increase and Combating Smuggling and Narcotics Plan (PARLUCOS)", developed by the AGD for the period 2023-2026. It will strengthen Customs' capacity to combat smuggling, illegal drug and arms trafficking, mobilize tax revenue, facilitate trade, and protect local businesses.

Through this agreement, the Government and the European Union reaffirm their commitment to strengthening the country's institutions, thereby promoting robust, sustainable, and inclusive economic development. This agreement demonstrates confidence in the country's ability to overcome current challenges.

Through this funding, the Haitian Customs Administration (AGD) is receiving significant support to :

• Modernize its infrastructure and equipment;
• Strengthen the capacity of its human resources (which already includes nearly 2,000 civil servants);
• Implement digital systems for managing customs operations.

Minister Alfred Fils Metellus emphasized the importance of signing this agreement, stating : "We are aware of the major challenges facing us, particularly in the difficult security context the country is facing. However, the Haitian Government is determined and resolutely focused on the future. Reclaiming control of the border and non-border Customs offices is the fundamental objective to ensure the successful implementation of these reforms. This action, more than just an important step toward modernizing the customs administration, will be an essential contribution to the country's peace, security, and stability..."

MIAMI – Federal agents say a man reported he was shipping personal items from PortMiami in a container destined for Haiti, but what he was really trying to ship was a stash of disguised guns.

In a federal criminal complaint, a Homeland Security Investigations agent listed 10 pistols authorities said they found in the shipping container, along with 18 pistol magazines and more than 2,200 rounds of ammunition.


They said Williamson Dossous was the man listed on the shipping documents.

Dossous, 50, of Cape Coral, appeared in Miami federal court on two criminal charges Monday, one day after agents said they arrested him as he tried to board a flight from Miami to Haiti. The investigation began months prior.

Court documents state that on Jan. 16, U.S. Customs and Border Protection agents at PortMiami conducted an outbound inspection on a cargo container set to depart on a ship headed for Cap-Haïtien.

Agents “discovered anomalies within bundles of apparent clothing inside the cargo container,” a federal criminal complaint states, and further inspection “revealed that multiple firearms, ammunition, and firearm accessories had been wrapped and concealed in aluminum foil among the clothing.”

Authorities said Dossous was listed as the shipper and the contents of the container were described as “LOT OF USED HOUSEHOLD GOODS & PERSONAL EFFECTS.”

“The shipping documents did not include any declaration or disclosure of firearms or ammunition,” the HSI agent wrote in the complaint. “Based on my training and experience, the firearms and ammunition were packed and wrapped in a manner consistent with someone trying to disguise and/or conceal the items.”

Authorities said Dossous didn’t buy any of the firearms but many were purchased by those with “personal connections” to him. Agents said one of those people said Dossous “had driven her to both gun stores” to buy two of the guns.

Two more were bought by Dossous’ son and another was bought by “a patient at a chiropractic center” in which Dossous is listed as a corporate secretary, investigators said.

Authorities said they interviewed Dossous on June 13 and he “acknowledged that he has been shipping cargo containers to Haiti for over 20 years and estimated that he ships approximately 2–3 containers per year."

“He claimed that he was not aware that any of his recent shipments contained firearms or ammunition,” the complaint states.

However, authorities said a confidential informant provided them with a recorded phone call in which they “discussed law enforcement’s attempts to obtain (his) DNA after questioning him about the January 2025 seizure.”

According to the complaint, Dossous said, “They going to get my fingerprints on them (guns) because I touched them... because I was there when he was doing the stuff... I know about the guns, I touched the guns.”

After intercepting Dossous at Miami International Airport and arresting him Sunday, authorities said during the medical clearance process, Dossous “apparently (overheard)” a conversation among agents “next steps in a separate smuggling investigation” and said, “I know my prints are going to be on the guns because I touched them. I’m not going to lie about that.”

Dossous would later be taken north to Broward County to be booked into jail on behalf of the U.S. Marshals Service, facing federal charges of smuggling of goods from the United States and delivery of firearms and ammunition to a common carrier without notice.

In court Monday, he posted a $300,000 personal surety bond. Under his bond conditions, Dossous was required to hand over his passport, refrain from visiting “commercial transportation establishment(s)” and stick to a home curfew, among other things.
