I think the point he was making is that the sentiment of that scene hadn't been done before, so once black people of the time saw that you could do something like that in a scene, it sparked the idea that you could build a whole movie around that feeling.
Unless van Peebles said so directly, I doubt this was the literal birth of Blaxploitation, but I get what he means in a figurative sense.

I'm not sure if I agree with the film critic in OP, but you might want to go over the clip again and listen to how he defines Blaxploitation and specifically why he points to this scene as being the precursor.
