"Fraction Magic"..never heard of it?

Basically there are central machines owned by major voting equipment vendors, with software that can preset races to transform whole number votes into fractions. And/or it can preset the percentage it wants a particular candidate to recieve. An African American programmer from Memphis, TN actually discovered the software fukkery.

Ex: A. If 10,000 people vote for Candidate A, this preset fraction or percentage may be .5 or .33. So although 10,000 people in whole numbers voted for Candidate A, the fractionalized presets will show only 5,000 or 3,333 actually voted for Candidate A.

B. You can preset to give Candidate B 67% of the total vote
