Pensacola, Fla. (WEAR) - Witnesses say they heard someone yelling "stop," before an Oklahoma police chief was found dead in a Florida hotel room, according to an arrest report.
According to the report, Escambia County Sheriff's Office (ECSO) deputies were called out to the Hilton on Pensacola Beach for an unknown problem around 9:50 Sunday night.
The report says Mannford Police Chief Lucky Miller was laying on the ground, already unresponsive and without a pulse. One of the first deputies on scene says in the report that the suspect, Michael Nealey, was also laying on the ground, "mumbling" incoherently. KTUL reports Miller's face was beaten, and his right eye was completely swollen, but there were no other apparent injuries to his body, according to court documents. According to authorities, Nealey's hand was swollen and red.

Nealey is a Mannford Police Officer. The men were attending a law enforcement conference at the hotel. KTUL reports Escambia County Sheriff's deputies believe Nealey knowingly committed second-degree murder after interviewing witnesses.
In the report, a maintenance worker tells deputies he went to the room in response to a noise complaint. The worker told investigators that when he knocked on the door, he only heard someone making a "grunting" noise. When he went inside the room, the report says he found Nealey sitting on top of Miller, who was laying on the floor.
The report says the maintenance worker pulled Nealey off Miller. Nealey's face hit the ground when he was pulled off, causing injuries to his nose and lip, according to the report.
The report also includes statements from people staying at the hotel.
One person told investigators they heard someone from the room making a "roaring" noise. The report says they also heard someone yelling "stop it, Mike" several times. The report says the those calls started loud, and grew quieter before stopping completely.
Another person in the report says they heard laughing and yelling coming from the room for a couple of hours, leading that witness to request a room change.
The Associated Press quotes Amber Southard with ECSO as saying alcohol was involved in the altercation. Deputies are still investigating to determine what led up to the fight between Nealey and Miller, reports KTUL.
Nealey is being held Escambia County Jail on a $500,000 bond, WEAR reports. Nealey’s next appearance in the Escambia County court is set for Dec. 5.
