WWE knew that when they trotted out Reigns as the last entrant, the fans would hate it and possibly expect him to win too. When Orton finally eliminated Reigns, instead it generated a favorable pop which is what the company wanted.
Reigns also had to participate in the Royal Rumble in order to begin his storyline with Undertaker leading into WrestleMania.

WWE has released the following statement in regards to Seth Rollins' knee injury:
The full extent of Seth Rollins’ injury remains unknown, but WWE.com can confirm that the former WWE Champion has not been cleared to compete at WWE Live Events this weekend. A full medical update will be given this Monday night on Raw.

guess TSC wins again with the fact that KO doesn't have the championship anymore leading into WMBill Goldberg will battle Brock Lesnar for the Universal Title at WrestleMania and all signs point to Lesnar coming out on top with the title. Goldberg's current deal with WWE runs only until WrestleMania but given the enormous success his return has been, it's very much possible that his contract will be renewed.
Post Mania possible matches
If the idea goes through as planned, Brock Lesnar will be the Universal champion post-WrestleMania and the backstage rumor is that it will be either Roman Reigns or Braun Strowman who defeat him to become the next champion after that
