He needs developmental, just to transistion from shoot amateur wrestling to pro wrestling and hes hella young so I think they see him as the face of the new NXT for a bit
He could work all of that out with training at the PC and dark matches before his debut depending on how quickly he takes to it. Dominik Mysterio is basically learning it on the fly on the main roster.
