1) Drugs is not the only way to get money of course. There's also barber shops, restaurants, car repair, home remodeling etc. The question is where do most negroes with no stable parents to borrow from find $25K to startup their business with.

2) I'm not sure how it works in Detroit (although I feel I do have somewhat of an idea) but it's kind of tough to set up a block in the city here in Chicago. That's why it's so common for up and comers to fan out to Iowa, Indiana, Kentucky, etc. where there is less serious comp. And as saturated as the drug game is in NYC, you can't just start selling drugs on any block (ESPECIALLY in the projects) without being under the wing of the current boss. My brother's gf is Pistol Pete's babymom (im sure he has other kids), but she has confirmed that Pete was begged steadily to bring his crew into the Bloods.
