My guess is that the burned guy is Godolkin and his V powered body can control others…his Cipher body is a human he controls, that also explains the scene shown in a trailer where Cipher stabs his own hand nonchalantly…Godolkin can’t feel it so he doesn’t care.

I agree with the theory posted that the dude in the chamber is Godolkin/Cipher and he controlling the dead dude.

There's another theory that I saw that I like as well. Cipher killed Andre. When they talked about Andre's death the gang didnt understand why Andre would try to use his power with him knowing his condition. What if Cipher was controlling Andre and purposefully pushed him to the limit and killed him? Could be a fun lil twist and gives the dad motivation to take him out too.
