Only Pennsylvania QBs I know of are Montana and Marino. I haven't known PA to really be known for much recent star football players since Shady McCoy and Saquon.
Johnny Unitas(Pittsburgh)
Joe Namath(Beaver Falls, Pa)
Jim Kelly(Born in Pittsburgh, grew up in East Brady, Pa)
George Blanda(Youngwood, Pa)
Rich Gannon(Philly)
Charlie Batch(Homestead, Pa)
Bruce Gradkowski(Pittsburgh)
Kerry Collins(Lebanon, Pa)
Matt Ryan(Exton, Pa)
Matt Schaub(West Chester, Pa)
Jeff Hostetler(Hollsopple, Pa)
Chad Henne(West Reading, Pa)
Terrell Pryor(Jeannette, Pa)

Aaron Donald and Darrelle Revis are both from Pennsylvania.
Malik Hooker and Micah Parsons too. Malik's from Western Pa(New Castle) and Micah's from Harrisburg. Chris Godwin's from Philly. I know he's retired now and wasn't necessarily a "superstar" but Barry Church is also from Pittsburgh(Penn Hills)

*edit*
Forgot about James Connor(Erie, Pa)
Cam Heyward was born in Pittsburgh but grew up in Georgia in believe.

Low key if you did an "all-time" squad from Pennsylvania, it would be among the best.

They wouldn't have many weaknesses.

Cali and Texas are the same way.

Florida has a ton but I feel like they're not as strong at QB and OL relative to the other big dogs. Of course Lamar + Emmitt + D-Henry + Andre Johnson/Irvin would be a big azz problem.

if you're a kid with dreams of playing football for something other than bagging the first chick in high school who has fully developed a fat ass, move to Jersey or PA.

NY sports, especially in the city now is not conducive to developing anything in any sport. Just look at Saquon.

one upon a time, we used to develop hoopers and that stopped I wanna say 15 years ago.

My nephew plays pee-wee football and there's no way we coulda got him into a program that woulda allowed him to flourish in the city. In Jersey every little town plays it.
