Why Democrats and Jon Ossoff Have a Shot at a Georgia Upset

But at this point, it wouldn’t be shocking if Mr. Ossoff got the 50 percent necessary to avoid a runoff in June.

The idea of a competitive race here would have come as a surprise to many just a few months ago. Mr. Price won re-election with a healthy 62 percent of the vote, which observers have held up as a stronger indicator of the district’s partisanship than Mr. Trump’s performance. Democrats also have a poor track record in special elections.

But Mr. Trump’s weak performance last November was a sign that this race could be competitive.

In congressional elections since 2004 without an incumbent, the results of the previous two presidential elections have been much more important than the results of the last congressional election in predicting the results of a race. In fact, the presidential results have had eight times the predictive weight.

Moreover, the most recent presidential election has had nearly three times the predictive weight of the preceding one — a warning sign for the Republicans in a district where Mr. Romney did well but Mr. Trump did relatively poorly.

Mr. Price’s 62 percent of the vote in November was not an indicator that this was a safely Republican district. There are plenty of Republicans who do as well while representing competitive or even Democratic-leaning districts. My hometown representative, Dave Reichert, a Republican in Washington State, won 60 percent in a district won by both Hillary Clinton and Barack Obama. There are many other examples.

Mr. Price’s vote share could be construed as a sign that the district was safely Republican if he were considered to be a particularly weak incumbent. But he was a longtime member of Congress — like Mr. Reichert — and a powerful one: a committee chair considered impressive enough to become a cabinet member.

National political conditions are worse for the Republicans than they were in 2014 or 2016. Republicans now hold the presidency and the Congress, with Mr. Trump’s approval rating around 40 percent. On paper, these are the sort of conditions that tend to build up to so-called wave elections, like the ones that swept the Republicans out of power in 2006 and back into power in the House in 2010.

Put it all together, and it’s hard to avoid the conclusion that the race ought to be competitive. Based on factors that tend to predict which districts are likeliest to be competitive, like recent election results and the national environmental conditions, Republicans might be favored to win by only about five points in this race.

This is a very uncertain estimate in a number of respects. If the last two presidential elections are given equal weight, then the Republican might be favored to win by nine or 10 points.

But above all, the estimates are uncertain because special elections are hard to forecast. There’s a wider range of possibilities when turnout is low, when there isn’t a national race and when parties have less time to recruit candidates.

This Georgia race is emerging as a great example.

When the seat opened up, it was reasonable to assume that a special election would work to the advantage of Republicans. The Democrats didn’t have a candidate. And in recent years, Republicans have excelled in special elections because they’ve done well among the older and reliable voters who dominate low-turnout elections.

Instead, everything has been breaking toward the Democrats — and it probably wouldn’t have happened without a special election.

Start with the money. Mr. Ossoff, a documentary filmmaker and former congressional staffer, has benefited from timing. He was basically the only Democrat seeking federal office at a moment when Democratic energy was surging and when progressives were looking to “do something.”

Mr. Ossoff probably would not have raised nearly as much money if he’d been competing for attention with 434 other races. His fund-raising tally is better than that of 96 percent of the congressional challengers who raised more than $100,000 in 2016, and there’s still time for him to move up the list.

Instead, it’s the Republicans who are struggling to coalesce. They have 11 candidates on the ballot, with none emerging as the obvious favorite, although former Georgia Secretary of State Karen Handel, the businessman Bob Gray and state senator Judson Hill are considered among the strongest contenders. Whoever advances to a runoff (assuming anyone does) will have only two months to coalesce support and raise funds with the benefit of party unity.

Low turnout could work to the Democrats’ advantage, too. The enthusiasm that brought millions of Democrats to the streets and millions of dollars into Mr. Ossoff’s campaign account might just translate into an unlikely and possibly big turnout edge.

So far, 55 percent of early voters in the special election — either in-person or absentee — have most recently participated in a Democratic primary, while just 31 percent have most recently participated in a Republican primary.

For comparison, just 23 percent of voters in the district in the 2016 general election had most recently participated in a Democratic primary, compared with 46 percent in a Republican primary.

The huge Republican field probably helps the early Democratic turnout edge: Republican voters are less likely to know at this stage whom they’re going to vote for. But the Democrats also enjoy a similar 45-to-21-point edge among the larger group of voters who have requested but not yet returned absentee ballots.

These sorts of lopsided turnout advantages aren’t sustainable in a high-turnout presidential election or even a midterm. But in a low turnout election like this, it doesn’t take much to generate a meaningful turnout edge.

All these factors might be enough to get Mr. Ossoff over the top, but these are also reasons the result might not say much about Democratic or Republican fortunes next year and beyond.

Democrats can’t count on huge fund-raising, a split Republican field and a low turnout for future victories.

But a strong Democratic turnout in Georgia’s Sixth would certainly raise the possibility that the party can cure its enthusiasm gap in the midterms. And if the Democratic turnout stays anything like what it is so far, it will be fair to start wondering whether Mr. Ossoff will win the election outright, with no need for a runoff. Weird things happen in special elections.

Jon will fight for our civil liberties to ensure that every American is free to determine the course of their own life so long as they don’t harm others.

Jon will oppose cynical attempts by politicians to win elections by undermining Americans’ hard-fought, sacred voting rights.

Jon’s mother is an immigrant who became a small business owner, an American citizen, and a champion for women’s rights. America needs a strong border policy that protects American citizens and American jobs. Planned Parenthood provides essential preventative and reproductive health care services like cancer screenings, STD testing and low-cost birth control to millions of American women. Jon will defend Planned Parenthood in Congress.

NATIONAL SECURITY
Jon is a former national security professional who understands the threats America faces and the complexity of international politics.

When he was a national security staffer on Capitol Hill, Jon held a top secret security clearance and worked with our military and intelligence community to keep Georgians safe.

In Congress, Jon will push for a tough, smart foreign policy that protects our national security while avoiding reckless, destabilizing missteps like the Iraq War.

While on Capitol Hill, Jon worked on classified naval, cyber, air, and counterrorism programs. He embarked with the US Navy during multinational military exercises, worked closely with senior officers to improve readiness and capabilities, and helped draft annual defense legislation.

As an investigative film executive, Jon has managed high-risk operations in conflict zones. Last year, one of his investigative teams documented evidence of war crimes on the front line in Iraq. His teams have also exposed the corrupt theft and black market sale of foreign aid funded by American taxpayers.

Jon will investigate Russian interference in American politics and defend the NATO alliance, which remains essential to our national security. He will stand with our allies and oppose Russian meddling and expansion in Europe.

Jon will oppose unnecessary military intervention overseas and will only support the use of force where US national security is at stake.

While on Capitol Hill, Jon worked with a joint Congressional-DOD task force to combat sexual assault in the military. It remains a crisis of epidemic proportions. Jon will make ending military sexual assault a core goal of his service in Congress.

Jon will back efforts to destroy ISIS without deploying regular US ground forces. He will work to ensure that law enforcement, intelligence agencies, and the military have the resources and authorities necessary to prevent terrorism without sacrificing privacy and human rights.

Jon will vigorously oppose the torture of detainees and prisoners of war in US custody.

HONORING & DEFENDING SENIORS
Our country decided long ago that America’s seniors will not be neglected or forgotten. A civilized, prosperous nation cannot abandon its elders to destitution or homelessness, or allow them to go without health care.

Medicare and Social Security are vital programs that reflect our values and our commitment to honor and support seniors.

Seniors paid for these benefits throughout their lives. Many of those from the Greatest Generation, who fought through the Depression and won World War II, still count on these critical programs.

We should honor all seniors as if they are our own family.

THE ENVIRONMENT
Jon will be informed by scientists, not lobbyists, when it comes to environmental policy, and he will work to make Georgia a clean energy economic powerhouse.

There is a clear scientific consensus that climate change is driven by human activity and that it threatens global prosperity, health, and security. This is not just the opinion of activists; it is the studied conclusion of our country’s distinguished scientists. Our military and intelligence agencies agree. Jon will oppose efforts to undo the climate change agreement reached last year in Paris and will work to make the United States a global leader against climate change.

Clean air and clean water are not controversial. They are essential to our health, our prosperity, and our quality of life. Jon will oppose and investigate failures to enforce environmental laws. He will support our national parks and work to conserve America’s treasured wildlife and natural beauty.

EDUCATION
All Georgians – all Americans – should have the opportunity to reach their full potential. We should ensure our children and young people get the best education in the world.

Jon will work in Congress to ensure our local schools get the resources they need to hire and keep great teachers, to invest in technology to keep students learning at the cutting edge, and to reduce class sizes.

Teachers should be honored, given the support and tools they need to do their best work, and paid better.

Jon will work to make college more affordable. Student debt shouldn’t prevent young Americans from saving, investing in their careers, and reaching their potential. Jon will work to reduce the burden of student debt on young Americans.

Jon will promote Science, Technology, Engineering and Math (STEM) education for Georgia’s students and professional education to qualify young Georgians for the workforce after high school.

CRIMINAL JUSTICE
When it comes to crime in America, we need to rethink our priorities. Jon is an experienced investigator who has successfully targeted organized criminals and corrupt officials.

Violent crime, murder, rape, human trafficking, and corruption are rampant, while we spend billions locking up nonviolent drug offenders.

It just doesn’t make sense.

Jon will introduce legislation to empower task forces at the Department of Justice dedicated to fighting organized crime and political corruption. He will work to give law enforcement the tools and resources they need to take down organized criminals wherever they are.

Jon will work to reduce mass incarceration of nonviolent offenders, which punishes taxpayers and wastes American lives.

ANTI-CORRUPTION
Jon is the CEO of an award-winning company that specializes in hard-hitting anti-corruption investigations for international news organizations.

Since 2013, Jon has led more than 20 investigations of political corruption, organized crime, and armed conflict around the world.

Jon’s teams have investigated and exposed dozens of corrupt politicians and judges, the theft and corrupt sale of U.S. taxpayer-funded aid intended for starving children and HIV patients, quack doctors who kill and mutilate women, and high-level organized criminals.

As a senior national security staffer in Congress, Jon led investigations of malfeasance by defense and intelligence contractors.

GOP will get that seat... Dems country wide got Osoff $8M which is impressive. But he's kind of an empty suite, his message is anti-Trump, and thats all.

these republican gerrymandered districts (good kind of science) are so safe they can overcome a lack of popularity by the president. i would be surprised if any georgia poster here is in that district.

Doubt he wins. The number of negative ads they aired this weekend with the typical "he's a liberal" or "he's a super liberal" and of course they threw Obama's face in them as a reminder is the usual Republican dirty con game they've been playing for some time. Plus these CAC here are some "silent majority" types
