Females take longer because that's how society is designed. Why be mature and grow up when there is a whole system designed to support you before you actually mature. You a dumb ass broad at 23 with 3 kids and a deadbeat BD....no prob, WIC, WELFARE, SECTION 8 got you.

Most chicks don't "MATURE" until they grow thru some catastrophic event that forces them to grow up such as divorce, breakup etc (something involving a man no longer cutting a check).
