Good, cheap smart phone for my mom

I'm looking for a smart phone for my mom. I looked at the Noka Lumia 520, it's cheap ($80) but I want one with better specs. A front-facing camera would be good (but not essential), but a good-quality rear-facing camera is somewhat important. I'd like to keep it around $100 if possible.

Any suggestions?
