Whenever they have an obvious winner, they like to choose someone else and find and alternative way to set up the Mania main event.
Case in point, last year Randy won and one year Taker won when they knew the plan was HBK/Cena.

What about last year when in like November everyone knew Trips was winning? Year before everyone and their grandma knew Roman was winning as far back as June, year before Batista was a lock, year before everyone knew Cena was winning to set up Cena/Rock
Last year Randy won and they found an alternate route to get Brock/Goldberg though. Point taken though, it's worst when there's no brand split for we 98 Austin, 00 Rock or 12 Cena but every now and then they shake things up.

Smackdown should win the RR again IMO. Reigns vs Brock is obvious enough to happen, and you don't need to waste yet ANOTHER RR win on Roman just to piss fans off and set that match up when Big Dog can just walk out to the ring and ask for Brock.
We have enough time for Jinder to drop the belt to AJ for his 2nd run and then set up Nak to win at Mania.
If you're gonna have Raw win, give it to Finn or Miz. Only thing is with Brock as champion only like 2 people are capable of taking that man down, so if he's champ by Rumble nobody on Raw is believable to beat him.
