This is an LOL moment, first of all the transporting officers will likely be fired. And if this guy manages to remain free after escaping with handcuffs on, this will go down as a great escape. He probably knows people in Rich, but in order to get somewhere those people are he had to walk the streets with his hands cuffed up. This is an embarrassing move for RPD...
