Is this possible to have or would the powers that be try to infiltrate it/shut it down
Simple answer, I assume, would be that with enough money, it would be too powerful to shut down. The problem is that we simply dont have the money or will. To get anything we either have to be a clear and present threat (MLK, Malcolm, Newton, etc) or we need to step ten toes down into the corruption and lobbying of both Republicans and Democrats. If we get both parties through lobbies, we win regardless of who is in the Whitehouse.
