Why is almost everyone ignoring that Roger Clemens and Mark McGwire have also been shunned by baseball? Jeff Bagwell, who probably used if I had to guess but never had any credible arguments made saying so, has been kept out of the Hall. So has Mike Piazza, who has had allegations but nothing really firm. And Craig Biggio was kept out and has had no allegations but is being punished just for being active during the "steroid era." It's more than just Sosa and Bonds being screwed over.
As far as Mantle, he was a POS and not sure why this would shock anyone. Dude used to act like a jerk to little kids, have people fake his signature, screw women under the stands during games, show up wasted and/or hungover, was a terrible father, and generally blew his talent. Corking his bat is one of the least offensive things he's ever done. I don't have any doubt he would've used steroids if he playing during the 90s. And I say this as a huge Yankees fan.
