Flava Flav and Chuck D went to the same college together, which is where they met and the formation of Public Enemy began, so no, I don't think he's mentally disabled, but as others pointed out, years of drugs and other shyt might've fried his brain a bit.

He talks like somebody who was an addict (drugs, alcohol, etc) at some point in their life, and now has been on that lifelong recovery. If you live or lived in the hood, you've probably come across old heads (OG's), etc, who still have a similar speech cadence to Flav; most of them are either recovering addicts or still out there drinking and drugging.
