Hawaii's governor signed a bill making it the first U.S. state to place its residents who own firearms in a federal criminal record database and monitor them for possible wrongdoing anywhere in the country, his office said.

The move by gun control proponents in the liberal state represents an effort to institute some limits on firearms in the face of a bitter national debate over guns that this week saw Democratic lawmakers stage a sit-in at the U.S. House of Representatives.

Hawaii Governor David Ige, a Democrat, on Thursday signed into law a bill to have police in the state enroll people into an FBI criminal monitoring service after they register their firearms as already required, his office said in a statement.

The Federal Bureau of Investigation database called "Rap Back" will allow Hawaii police to be notified when a firearm owner from the state is arrested anywhere in the United States.

Hawaii has become the first U.S. state to place firearm owners on the FBI's Rap Back, which until now was used to monitor criminal activities by individuals under investigation or people in positions of trust such as school teachers and daycare workers

"As you can imagine, the NRA finds this one of the most extreme bills we've ever seen," said Amy Hunter, a spokeswoman for the National Rifle Association's institute for legislative action.

The law could affect gun owners outside Hawaii, because the state requires visitors carrying guns to register, Hunter said.

As a result, they could be added to "Rap Back" with no clear protocol for being removed, she said.

Hawaii state Senator Will Espero, a Democrat and a co-author of the law who owns a gun, called the law "common sense legislation that does not hurt anyone."

The law, which takes effect immediately, allows police in Hawaii to evaluate whether a firearm owner should continue to possess a gun after being arrested.

"This bill, it doesn't even say your gun will automatically be taken away, it just means local police will be notified," Espero said in a phone interview.

Ige's office said he also signed into law two other firearms bills. One makes convictions for stalking and sexual assault among the criminal offenses disqualifying a person from gun ownership. The other requires firearm owners to surrender their weapons if diagnosed with a mental, behavioral or emotional disorder.

That's a move in the right direction...

(1) It makes sense to put anybody who wants to purchase or has a purchased a gun on a Watch List...It will make it easier to track these guns if they are used to break the law...

(2) The other thing is all these NRA dudes are calling themselves "responsible gun owners" but how do I know that they are? Therefore, they need to be monitored...These massacred have all been perpetrated by "responsible gun owners who had access to legal guns"...

They are not being committed with guns with serial numbers scratched off...:russ:

Glad it got signed. I work in law enforcement in Hawaii. You'd be amazed at how many domestic violence cases we have in a relative small state, and how many gun owners are packing. It's a recipe for disaster.

We pride ourselves here on keeping a "small community" feel where people usually talk things through with family to resolve issues. Also, with air travel being the only feasible way of coming here, it's virtually impossible for psychotic transients to bring a gun and their fukkery here.

I see your point on domestic violence but guns are not the cause of that and they wont be the solution either..From the high welfare spending numbers assume hawaii is facing the same kind of family dysfunction found in the mainlands inner cities...I am not familiar with the details as you are but there is a pattern that wherever welfare spending is high domestic violence is high too.The reasons are beyond the scope of this thread so i wont go into them.
So yes having one less weapon in a DV situation will reduce casualties...no argument
But getting rid of the guns wont lessen the incidence of actual violence and some other weapon will be used..a knife,a bat whatever is nearby.

Second you dont need psychotic transients to have a problem..Jamaica disarmed their law abiding citizens in the 70s and criminal gangs took over from within ..they too are an island and everything must be imported but criminals can always smuggle things in especially when there is high demand because something has been banned.

hit the nail in the head. Thing is, you have a 'breed' of people who will look for ANY justification for policies that they have no control over.

Are they trying to feign an air of authority? I'm not sure.. Do they feel powerless, therefore subconsciously they attempt to align theirselves with the ideology of their owners? Most probably...

Either way, the majority of their arguments are usually completely retarded.
