Owners in dog attacks should be held liable as well. Especially for dangerous breeds like a pit
They should surgically maul the owners body in a similar way so they have to see what they caused forever

At the very least you should have to have a license to own a pit.
Get caught with a pit and don't have a license? Go to jail. Your pit bites someone? You lose your license (permanently) and go to jail.

No license for the other breeds that frequent attack? The problem has been and still is the lumping of all attacks into one category. Every mutt they can't identify gets placed in the same category
