Nah he sits right about where he belongs....average. Considering the groups and solo acts that were out at the time, he held a spot that was appropriate, he's almost a legend but not exactly quite. He's the Diet Coke of rap history.

You can be as salty as you want, but ultimately someone needs to sit on the "meh" spot, and he did so swimmingly. Lets not sit here, and act like Run DMC, LL and NWA weren't reigning over a lot of dudes. Of course you'll have mediocre acts like Al B Sure, Salt n Pepa, Too Short, etc. but lets not jumble the era, there was plenty of average talent out.
