But it is right because white people were complaining about opioid addiction even back in 2002. It's reached critical (at least mainstream) during the 2016 election. Regardless, it's been a problem has been increasing every year since the late 90s really.

I thought it was pretty straightforward. People without access to adequate healthcare are turning to self-medication such as drinking and pill-popping to alleviate their ailments. The mentioning of Ohio and West Virginia seems to suggest that poor or poorer people are more likely to turn to self-medication.
