highschool players stayin for back competitive advantage?

Has anyone else ever heard of this happening? A large number of the games top high school recruits have repeated a grade in middle school to give them a competitive edge going forward. this means that they are one year stronger, larger, bigger and in most cases better.

Here are some big named players who have stayed behind and are now top recruits. some names many will already be familiar with.

Andrew Wiggins
Noah Vonleh
Karl Towns
Nerlens Noel

Those above are said to be the top players of their class.

Is this fair or not? This is something that could not be monitored. I am sure that many players have good reason to repeat but some are suspicious.

This has been happening since before I was in high school...I graduated in '95.
