Seems fair to me. You playing the base game for way under market price, technically. Support the devs and pay a few extra bucks for additional content (which seems to be discounted)

I do like the idea of maybe ultimate users getting them included tho (refuse to say for free, you’re paying. )

That's literally one of the main points of GamePass.
Get the player invested in a game , and have them buy the DLC.
